 BLACK LEADERS COALITION ADMINISTRATIVE REPARATIONS STRUCTURE In Conjunction withTHE FEDERAL REPARATIONS DISTRIBUTION AGENCY

(a newly formed agency per government approval)


To manage, distribute and protect 2 Trillion* dollars in reparations demands a formidable administrative structure. Black Leader’s Coalition represents grass roots organizations that will be the fiduciary in conjunction with a newly minted Federal Agency entitled “The Federal Reparations Distribution Agency.

”*The amount of 2 Trillion is a placeholder. 

As the BLC plan develops the amount is subject to change.


FEDERAL STRUCTURE: To provide federal assistance in an organized manner, the federal government offers assistance through federal agencies. It is the agency's responsibility to adequately provide assistance, as well as manage, account, and monitor the responsible use of federal funds used for that assistance. The agencies then supply the assistance to beneficiaries known as recipients, such as States, hospitals, poverty-stricken families, etc., through hundreds of individual programs. These programs are defined by the federal government as: "any function of a Federal agency that provides assistance or benefits for: 


  1. a State or States, territorial possession, county, city, other political subdivision, grouping, or instrumentality thereof; 
  2. any domestic profit or nonprofit corporation or institution; or 
  3. an individual; other than an agency of the Federal government".


Therefore, programs (or "functions") can refer to any number of activities or services provided by agencies, such as building a bridge, providing food or medicine vouchers to the poor, or providing counseling to violence victims.

 Programs are assigned to offices within a federal agency and may include administrative personnel who work directly or indirectly with the program.
Each program is created with a specific purpose and has unique operations and activities, (i.e., no program is made for the same purpose and to operate the same way as a previously existing program) and it is assigned an official name to differentiate it from other programs. A program may be called by a different term than its official name by the general public, by an entity, or even by law or regulation—such as by the type of activity or service it engages, by a specific project name (e.g., the Big Dig tunnel project), or any other similar term. This type of name, title or term given to a program is called the "popular name". However, the official name of program is standardized within the federal government so that federal agencies can maintain better accountability of their assigned assistance.


BLACK LEADERS COALITION ADMINISTRATIVE STRUCTURE:Board of Directors

  • Develop structure and monitoring of distribution team
  • Create policy
  • Approve Curriculum of “Qualifying Materials” and pre-High “African-Green” instructional materials for Ujima schools
  • Oversight of Departments:

Central Reparations Distribution TeamResponsibilities:

  • Administration of funds from federal Government
  • Submission of applications
  • Research and Review of Applications
  • Certification of Applications
  • Request for funding of Ujima Districts
  • Submission of all applicable paperwork
  • Distribution of funds for development and construction

State Reparations Administrators

  • One State administrator for each state and Washington DC
  • Administration of funds to State $100 million for Ujima District development
  • Contracts
  • Monitoring and implementation of contract

       Operations

  • Quality control over 4 pillars facilities

Assure state guidelines are met and in compliance with federal guidelines.Adapt 4 pillars concept to existing physical spaceWork with architects and developersMonitor and control budgetInterface with BLC district administrators to assure compliance of standards.


Ujima Education Department

  • Development and implementation of qualifying/learning materials
  • Website development/management
  • Monitoring of program
  • Tracking and certification of DOES completing qualifying training
  • Submitting DOAS certification reports to District for processing 
  • Integrate state educational requirements with African-Green curriculum – meet compliance standards
  • H & R oversight
  • Ujima Business Process Outsourcing
  • Develop and set-up financial structure 
  • Billing and records
  • Compliance standards
  • Contracts
  • Hiring 
  • Business management
  • Processing of Government contracts


Ujima Medical Board

  • Address inequities in health care
  • Develop policy and strategy to benefit DOAS
  • Create, build and monitor health facilities in Ujima Districts
  • Develop specific modalities that address Post Traumatic Slave Syndrome.
  • Develop media that addresses health issues and solutions specific to the DOAS population


Ujima Distribution Network

  • Centralized quality control monitors of food service, medical services, social services
  • Establish Fair Trade relationships with Africa, Latin America and Asia
  • Interface with franchises, cooperatives and hubs to assure quality standards.


POVERTY IS GENERATIONAL AMERICA’S DISINVESTMENT IN THE BLACK COMMUNITY BILL IS NOW DUE REPARATIONS ARE THE ONLY SOLUTION.
